Contacting the Rail Passengers Council (RPC)
The Rail Passengers Council's website at http://www.railpassengers.org.uk says:We are the voice of rail passengers and have been set up by Parliament to protect rail users' interests. We deal with the issues that really matter to passengers, and seek improved services for all rail users.
So they should be able to help us. You can put an appeal complaint to the RPC only after you have taken up a complaint with the local operator first (in your case One Great Eastern) if you are not happy with their response. As such, you should not contact the RPC until after trying resolve your complaint with One Great Eastern.

I suspect that the RPC will have some say in who gets the new franchise for the Southminster Branch Line. So it's in the best interest of One Great Eastern to keep them happy.
